France and the United Kingdom signaled they are prepared to deploy forces after a ceasefire to help stabilize Ukraine, while other countries expressed varying levels of willingness. Russia, meanwhile, has opposed NATO-linked military presence in Ukraine, leaving a major obstacle to any durable settlement.
